What it is

Non-emergency medical transportation insurance covers the operators who take Medicaid members and other passengers to and from medical appointments: wheelchair-accessible vans, ambulatory sedans, stretcher vehicles and the drivers behind the wheel. A NEMT program is usually built around commercial auto liability, with physical damage, general liability and hired and non-owned auto added to match how the operation actually runs. Metro Risk Management Group writes it from an office in Atlanta, for operators across metro Atlanta and Georgia.

Why it matters

In Georgia, the Non-Emergency Medical Transportation program provides eligible members transportation needed to get to their medical appointments, and it runs through a broker whose duties include recruiting and contracting with transportation providers and assuring quality. A provider that cannot show the coverage the broker contract calls for does not get trips. The policy is not paperwork that sits in a drawer; it is the credential that keeps a van on the schedule.

Who needs it

Any company or owner-operator carrying passengers for hire to medical appointments in Georgia: contracted Medicaid NEMT providers, private-pay wheelchair and ambulatory transport, and operators adding vehicles or applying for a broker contract for the first time.

In Georgia

Effective April 1, 2026, Verida serves all five Georgia NEMT regions: North, Atlanta, Central, East and Southwest. Modivcare previously operated the Central, Southwest and East regions and is being transitioned out. Every Georgia provider now credentials with one statewide broker, and a broker transition is exactly when insurance requirements get re-examined. Georgia members must have no other means of transportation available and may only be transported for services covered under Medicaid, which is part of why the trip record and the certificate of insurance both have to be right. What the policy can include

  • Commercial auto liability for wheelchair, ambulatory and stretcher vehicles
  • Physical damage on owned vehicles
  • Hired and non-owned auto liability
  • General liability for the operation
  • Certificates of insurance for broker credentialing
  • Additional insured and notice-of-cancellation endorsements where the contract requires them

Information is general in nature and may not reflect your specific situation. Policy language, not this page, determines coverage.

Questions we get

Who is the NEMT broker in Georgia now?
Effective April 1, 2026, Verida serves all five Georgia NEMT regions: North, Atlanta, Central, East and Southwest. Modivcare previously operated the Central, Southwest and East regions and is being transitioned out. That is according to the Georgia Department of Community Health's Medicaid NEMT page, read September 15, 2026. If you were credentialed under Modivcare in Central, Southwest or East, your insurance file is part of what moves.
What does the Georgia NEMT program actually cover?
The Georgia Department of Community Health describes it this way: the Non-Emergency Medical Transportation (NEMT) program provides eligible members transportation needed to get to their medical appointments. Members must have no other means of transportation available and may only access services covered under the Medicaid program. As a provider, your policy has to fit that trip profile: scheduled, repeated, often wheelchair or stretcher, and always documented.
What does the broker do, and why does it affect my insurance?
The Department of Community Health lists the broker's duties as recruiting and contracting with transportation providers, making payments to providers, gate keeping and verifying member's need for NEMT, reserving and assigning trips, assuring quality, overseeing administration and reporting. Contracting and assuring quality are where insurance requirements live. The broker sets what limits and endorsements a provider has to carry, and the certificate has to match before trips are assigned.
I am adding a van. Does it go on the policy before it runs trips?
Yes. A vehicle carrying passengers for hire needs to be listed on the commercial auto policy before its first trip, and the broker will usually want an updated certificate that shows it. Send the VIN, the vehicle type and whether it is wheelchair-equipped, and the endorsement and the certificate are handled together.
Do you write NEMT insurance outside Atlanta?
The office is in Atlanta and we write for operators across metro Atlanta and Georgia. The Georgia program covers five regions statewide, and as of April 1, 2026 the broker is the same in all five.
